Финансирование постройки крупнотоннажного исследовательского судна для рыбохозяйственной науки предполагается начать в следующем году. Общая стоимость НИС превысит 23 млрд рублей, планируемый срок ввода в эксплуатацию — 2026 г.
Минсельхоз разработал проект постановления правительства о выделении субсидии из федерального бюджета на постройку НИС проекта 23460 длиной 120 м. Распорядителем средств станет Росрыболовство, заказчиком строительства — Всероссийский НИИ рыбного хозяйства и океанографии.

Согласно пояснительной записке, федеральное агентство приняло проект и рабочую документацию, выполненные Центральным конструкторским бюро по судам на подводных крыльях ‎им Р.Е. Алексеева. Документы одобрены Российским морским регистром судоходства 3 апреля 2018 г.

В 2022 г. предполагается выделить 900 млн рублей — на этот год запланированы работы по актуализации проектной документации. Основные средства на строительство планируется выделить в 2023-2025 гг.
